Focusing on the comparative analysis of cross-border data flow rules in the context of digital trade, this paper systematically reviews the data regulatory rules in international economic and trade agreements such as the European Union's Digital Markets Act, the United States' Data Privacy Framework, and the CPTPP. The differences in regulatory models in different jurisdictions are compared and analyzed. Combined with the institutional requirements of China's Data Security Law and Personal Information Protection Law, a path for constructing a cross-border data flow compliance system that is suitable for the development of China's digital economy is proposed.
